Buying property in Almada and Costa da Caparica as a foreigner (2026): neighbourhoods, prices and total costs
Homes in Almada sold for a median €3,418/m² in the first quarter of 2026 (INE). In August 2026 idealista asking prices were €3,907/m² across Almada and €4,642/m² in Costa da Caparica, about 23% below Cascais. Since 25 May 2026 non-residents pay a flat 7.5% IMT: €33,750 on a €450,000 flat, €11,513 more than a resident buying a main home. The area suits Lisbon commuters, beach buyers and families wanting a garden, provided they check licensing and protected-area rules.
Where to buy in Almada and Costa da Caparica
Almada municipality has five parishes. The urban centre (Almada, Cova da Piedade, Pragal and Cacilhas) faces Lisbon across the river; Costa da Caparica is the beach town; Charneca de Caparica e Sobreda runs inland of the beaches and includes Aroeira and Fonte da Telha. Aroeira and its golf estate are in Almada, not Seixal. Prices are idealista asking prices for August 2026 unless marked; character notes are descriptive.

Is Costa da Caparica a good place to buy?
It depends on what you need. In its favour: a long run of Atlantic beaches directly across the river from Lisbon, asking prices about 23% below Cascais municipality (€4,642/m² against €6,055/m², August 2026), and prices paid that are still rising. Against it: the beach town gets crowded in summer, there is no train or metro to the beach itself, the bridge into Lisbon is congested at peak times, and Almada is drafting its first short-let rules, so an investment flat may not get a new short-let registration. Houses near the cliff sit in a protected landscape with strict building limits. For a main home with a Lisbon job, Cacilhas, Almada centre and Pragal have the better transport; for a beach home or a garden, Costa da Caparica, Aroeira and Charneca.
What does a typical home cost?
INE figures are what buyers paid; idealista figures are what sellers ask.

INE parish medians are INE data republished by a third party. Buyers with a tax address abroad paid a median €3,528/m² in Almada over the 12 months to March 2026, against €3,262/m² for buyers domiciled in Portugal, about 8% more.
Timing. Almada’s asking price peaked at €3,986/m² in January 2026 and its annual growth slowed from +28.8% then to +5.1% in August. Aroeira is 15.9% below its November 2025 peak, so villa buyers have room to negotiate; flats in Almada centre are still rising. In the wider Lisbon area, sales in Q1 2026 closed an average 4.4% below the asking price (Confidencial Imobiliário, via KW Alfa). idealista changed its methodology in July 2026, so do not compare with older idealista figures.
The total cost of buying in Almada
Since 25 May 2026, buyers who are not tax resident in Portugal pay a flat 7.5% IMT (property transfer tax) on the whole price of a home (Decree-Law 97/2026). Residents pay the normal sliding scale. Everyone pays 0.8% stamp duty on the price, plus 0.6% on any mortgage. The government’s Casa Pronta service charges €375 for the deed and registration without a mortgage and €700 with one.
Worked example: cash purchase, no mortgage. The €450,000 flat is about 100 m² in Costa da Caparica at the parish median paid; the €750,000 house is about 150 m² in Aroeira at the asking rate.

With a €300,000 mortgage on the flat, a non-resident adds €1,800 of stamp duty on the loan and pays €700 at Casa Pronta instead of €375: €33,750 + €3,600 + €1,800 + €700 = €39,850. Add your lawyer’s fee, a survey and any bank fees. In Charneca and near the cliff, make sure your lawyer checks licensing and plot status, not only the title.
Three rules change the answer:
- Becoming resident. A buyer who becomes Portuguese tax resident within two years, or lets the home at a moderate rent, can reclaim the difference by applying within 6 months of qualifying.
- Former residents. The 7.5% rate does not apply to buyers who were Portuguese tax resident at any time before; they pay the normal scale.
- Above €1,150,853, residents also pay 7.5% flat, so the gap disappears.

Of the schools we found, none in Almada teaches an international curriculum to age 18; St. Peter’s in Palmela does. Families using the Lisbon, Oeiras or Cascais schools cross the 25 de Abril bridge every day, and bridge traffic is the constraint.

Myth: “the metro is coming to Costa da Caparica soon.” Some listings say so. As of 18 September 2026, extending the Metro Sul do Tejo light rail to Costa da Caparica and Trafaria is at study stage: two routes (6.7 km with 8 stations, or 7.3 km with 10) are still being evaluated, a preliminary study is due at the end of 2026, followed by a feasibility study and environmental assessment. There is no construction contract and no opening date. The planned third Tagus crossing (Chelas–Barreiro) lands in Barreiro and Seixal, not Almada, and has no confirmed construction start.
Local rules buyers should check
- Short lets (alojamento local, AL). Almada had 1,777 short-let registrations in May 2026, 823 in Costa da Caparica, and the council has started drafting its first regulation. Decree-Law 151/2026 gives it until 31 December 2026 to decide, and it may suspend new registrations until then. We found no containment area or suspension in force on 24 September 2026. Do not buy on the assumption that you will get a new registration in 2027.
- Arriba Fóssil protected landscape. The fossil cliff from Costa da Caparica to Fonte da Telha is a protected landscape (Decree-Law 168/84 of 22 May 1984). Building, extending, demolishing, earthworks and tree felling need the protected-area authority’s approval as well as a council licence. The coastal programme POC-ACE (Council of Ministers Resolution 66/2019) limits building near beaches and the cliff.
- Fonte da Telha. The council’s detailed plan provides for demolishing most houses because of cliff instability, and the Government’s coastal programme (reported July 2026) earmarks about €9 million for dune restoration, including removing structures. Many houses have no licence or stand on public maritime land. Do not buy without a lawyer’s check of registration and licensing.
- Former informal plots (AUGI). In 2021, 74 of Almada’s 97 informally developed plot areas were in Charneca de Caparica e Sobreda. A plot still in legal reconversion can block a clean deed, a mortgage or a licence; check each plot with the council.
- No new detached-house subdivisions. Preventive measures under Almada’s master plan (Aviso 22754/2024/2) ban new subdivisions for detached houses in low-density areas, except approvals already granted and AUGI reconversions. They run to about 16 October 2026 unless extended (no extension found on 24 September 2026); check before buying land to build.
- Licensing and the 1 October 2026 deed rule. From 1 October 2026 (Decree-Law 108/2026), the deed must state whether the habitation licence was shown, declared to exist, or does not exist; if that statement is missing, either party can seek to annul the sale. Check that pools and extensions appear on the approved plans. See unlicensed works.
Finding an agent in Almada
In Portugal the listing agent is paid by, and acts for, the seller. We found no agency in Almada offering a dedicated buyer’s-agent service, and few that market in English, so foreign buyers who want someone on their side often hire a buyer’s agent based in Lisbon. An agency cannot be paid by both buyer and seller in the same deal (Lei 15/2013), so agree in writing who pays.
